�Non Transferable" Provincial Government
Cheques: Public Protector Requests Information

Whilst participating in an SAFM radio programme on 17 October 2001, the Public Protector, Adv Selby Baqwa SC, received a telephone call from a complainant calling from Grahamstown, alleging that he/she had been issued with a cheque that was crossed �not transferable� by the Provincial Government (Provincial Treasury). The complainant, who was unemployed and as a result did not qualify for a bank account, could therefore not receive value for money from the cheque.
The Public Protector�s Eastern Cape office has since raised the matter with the Provincial Treasury and First National Bank (FNB). The Provincial Treasury conceded that �non transferable� cheques had indeed been issued during the period in question. Both the Provincial Treasury and FNB have undertaken to devise a means of resolving the complainant�s problem.
In view of these undertakings, the office of the Public Protector is calling upon the affected persons to urgently forward their full particulars and details of the cheques, no later than 30 September 2002, to:
